Drought has persisted and worsened across most of the state. Counties in the Southwest and far North have received a D3 rating, qualifying them as under Drought Disaster for USDA programs. Precipitation has occurred in most places, but has been very sporadic and not enough to return to normal growing conditions. Soil moisture is low and rivers are below normal levels in many places.
