The Wisconsin Department of Agriculture, Trade and Consumer Protection announces the release of the Nitrogen Optimization Pilot Program Request for Proposals for 2026. In addition to nitrogen rate trials, this year’s RFP includes new opportunities for first-time applicants to explore nitrogen management on their farm using simplified research approaches.
The Nitrogen Optimization Pilot Program (NOPP) was developed to seek ways to optimize the use of commercial nitrogen on farms in Wisconsin, with the goal of improving nitrogen use efficiency, profitability and groundwater protection.
NOPP supports Wisconsin farmers and collaborators to investigate nitrogen use on their farms through two-year on-farm research trials. Results provide insights to answer farm specific nitrogen questions, while also contributing relevant data to support statewide nitrogen management recommendations and resources.
Producers and partners can explore nitrogen-related questions most relevant to their farms through three project options:

- Through a nitrogen rate trial, identify the optimum nitrogen rate for your field to maximize profits and reduce risk to water quality, with the option to make comparisons across a management factor (Option 1).
- Take the first step to understand nitrogen use on your farm through a Nitrogen Use Efficiency Assessment and identify areas for improvement (Option 2).
- Compare nitrogen use across a management factor, such as manure, cover crop, nitrogen, or other management practices (Option 3).
Whether identifying field-level optimum nitrogen rates with a N rate study, conducting a nitrogen use efficiency assessment, or investigating nitrogen across a management practice, there’s an option for any level of on-farm research experience. For each project option, explore goals and requirements in the Request for Proposals and available resources to support project development.
Eligible Participants
Agricultural producers, agronomists, county conservationists, nonprofit organizations and others working directly with producers are encouraged to apply. Information gained from these projects directly benefits participating farms, and supports broader learning among communities, clients and stakeholders, providing meaningful value to collaborators’ companies or organizations.
Grant Awards
Grants provide funds for materials, plant and soil analyses, participant time and mileage, farmer stipends, and other miscellaneous costs. The maximum award per producer varies across project options, with the highest being $40,000 per producer for Option 1.
Support
NOPP staff from DATCP and UW will be available for applicants to ask questions, pitch research plans, and clarify ideas for their applications. Throughout the duration of the project, UW–Madison is available to provide technical support and troubleshooting.
Timeline
The Intent to Apply and research design must be submitted to UW for preapproval by December 19, 2025. Final applications are due to DATCPNOPP@wisconsin.gov by 11:59 p.m. on Friday, January 16, 2026. Grant recipients will be announced in spring 2026.
